Recruitment Metrics Formulas
| Metric | Formula |
|---|---|
| Time to fill | Date offer accepted − date requisition approved (calendar days) |
| Time to hire | Date offer accepted − date the hired candidate applied or was sourced |
| Offer acceptance rate | Offers accepted ÷ offers made × 100 |
| Offer to join ratio | Candidates joined ÷ offers accepted × 100 |
| Applications per hire | Applications ÷ candidates joined |
| Selection ratio | Candidates joined ÷ applications × 100 |
| Stage conversion | Candidates at a stage ÷ candidates at the previous stage × 100 |
Recruitment Metrics Example (Calculator Default)
| Metric | Working | Result |
|---|---|---|
| Time to fill | 3 Aug 2026 (approved) to 14 Sep 2026 (accepted) | 42 days |
| Time to hire | 20 Aug 2026 (applied) to 14 Sep 2026 | 25 days |
| Accepted to joined | 14 Sep 2026 to 16 Nov 2026 | 63 days |
| Offer acceptance rate | 12 ÷ 15 × 100 | 80.0% |
| Offer to join ratio | 9 ÷ 12 × 100 | 75.0% |
| Applications per hire | 600 ÷ 9 | 66.7 |
| Selection ratio | 9 ÷ 600 × 100 | 1.5% |
| Positions filled | 9 of 10 openings | 90.0% |
In this example the candidate took 63 days to join after accepting, longer than the 42 days it took to fill the role. That is typical where candidates serve 60 to 90 days' notice, and it is why offer to join matters as much as offer acceptance.
Time to Fill vs Time to Hire
| Time to fill | Time to hire | |
|---|---|---|
| Starts | Requisition approved (or job posted) | Hired candidate applies or is sourced |
| Ends | Offer accepted | Offer accepted |
| Shows | How long the business waits for a hire; useful for workforce planning | How fast recruiters move a good candidate through; useful for process speed |
Pick one start point for time to fill (approval or posting) and use it every time, so the numbers can be compared. Both are counted in calendar days.
Offer to Join Ratio and Offer Dropouts in India
In India, a candidate who accepts an offer usually has to serve 30 to 90 days' notice before joining. During that time they may get a counter-offer from their current employer or a better offer elsewhere, so accepted offers do not always become joiners. Track the offer to join ratio (joined ÷ accepted) separately from offer acceptance. To improve it:
- stay in touch through the notice period, with calls, onboarding emails and a meeting with the manager;
- shorten the gap where you can, for example by supporting a notice period buyout;
- keep a backup candidate warm for critical roles;
- check why candidates dropped out and fix pay or role clarity issues.
Reading Your Hiring Funnel
- Low applications to shortlist: the job ad or sourcing channel brings unsuitable profiles; tighten the job description or change the channel.
- Low shortlist to interview: candidates drop off or lose interest; speed up scheduling.
- Low interview to offer: screening is letting through weak profiles, or interviewers are unaligned on the hiring bar.
- Low offer acceptance: pay, role or employer brand is not competitive; review offers declined.
- Low offer to join: counter-offers and long notice periods; manage the pre-joining period.
Measure the funnel for the same period and the same group of roles, and compare it with your own earlier quarters rather than one industry average.
Other Recruitment Metrics to Track
- Cost per hire: external and internal recruiting cost ÷ hires; see the cost per hire calculator.
- Source of hire: share of joiners from referrals, portals, agencies, campus and the careers page.
- Early attrition: new hires who leave within 90 days or a year; see the attrition rate calculator.
- Hiring manager satisfaction and quality of hire: based on surveys and first-year performance.

Frequently Asked Questions
How do you calculate time to fill?
Count the calendar days from the date the requisition was approved (or the job was posted) to the date the candidate accepted the offer. 3 August to 14 September is 42 days.
What is the difference between time to fill and time to hire?
Time to fill starts when the role is approved; time to hire starts when the hired candidate applied or was sourced. Both end when the offer is accepted.
How is offer acceptance rate calculated?
Offers accepted ÷ offers made × 100. 12 acceptances from 15 offers is 80%.
What is offer to join ratio?
Candidates who joined ÷ candidates who accepted the offer × 100. If 12 accepted and 9 joined, the ratio is 75% and 3 dropped out after accepting.
Why do candidates in India drop out after accepting an offer?
Long notice periods give time for counter-offers from the current employer and competing offers from other companies. Staying in touch and shortening the gap reduce dropouts.
What is selection ratio in recruitment?
Candidates hired ÷ applications × 100. 9 hires from 600 applications is a selection ratio of 1.5%, or 66.7 applications per hire.
Should time to fill be in calendar days or working days?
Calendar days are the usual measure. Whichever you choose, use the same basis every time so you can compare periods.
What is a good offer acceptance rate?
There is no single benchmark; it varies by role, level and market. Track your own rate by role and quarter, and review every declined offer to see what to fix.
How do I calculate the hiring funnel conversion rate?
Divide the number at each stage by the number at the stage before and multiply by 100. 45 interviewed from 120 shortlisted is a 37.5% conversion.
Which recruitment metrics should HR report monthly?
Commonly: time to fill, time to hire, offer acceptance rate, offer to join ratio, cost per hire, source of hire and positions filled against openings.
