8th Pay Commission Fact Check: Official Website and Scams

Quick answer: The 8th Pay Commission official website is 8cpc.gov.in, developed and hosted by the National Informatics Centre (NIC). It offers no salary calculator or app. As of 2 November 2026, the Commission has not submitted its report, so no fitment factor, pay matrix or implementation date has been decided. Any "final" salary chart, APK file or other "official" website is not genuine.

Since the 8th Central Pay Commission was set up on 3 November 2025, WhatsApp groups and websites have circulated "final" fitment factors, salary charts, wrong website addresses and even calculator apps. This 8th Pay Commission fact check shows which sources are official, how to check a claim in three steps, which viral claims have already been proved false, and what to do if you have received a suspicious file.

What the site does not have: a salary calculator or a mobile app (checked 2 November 2026). If a message offers an "official 8th Pay Commission app" or "official calculator", it did not come from the Commission.

Wrong addresses being passed around

Some web pages give other addresses as the "8th Pay Commission official website", including paycommissionupdate.com and pc.circ.gov.in. Neither is the Commission's website. Ministry websites such as those of the Department of Expenditure are genuine government sites, but they are not the Commission's own site. Type 8cpc.gov.in yourself rather than tapping a forwarded link, and check that the address bar shows exactly that.

Other official sources for 8th CPC information

The Commission's site is not the only reliable source. Once the government acts on the report, the decisions will come from the government, not the Commission.

How to check if 8th CPC news is real

Three checks settle most claims within a minute.

How to check if 8th Pay Commission news is real: issuing department and number, published on 8cpc.gov.in, PIB or Gazette, and possible before the report

1. Look for the issuing authority and a document number

A real pay commission decision is never just a chart or a forwarded image. It arrives as numbered government documents. When the 7th Pay Commission was implemented, the decisions were issued as:

  • Ministry of Finance (Department of Expenditure) Resolution No. 1-2/2016-IC dated 25 July 2016, setting out the government's decisions on the recommendations;
  • the Central Civil Services (Revised Pay) Rules, 2016, notified in the Gazette of India Extraordinary as G.S.R. 721(E) dated 25 July 2016, containing the pay matrix and the fixation rules; and
  • a Department of Expenditure Office Memorandum dated 29 July 2016 on fixing pay in the revised structure and paying arrears from 1 January 2016.

The 8th CPC decisions, when they come, can be expected in the same form. A message without an issuing department, a date and a file or G.S.R. number is not an order.

2. Find the document on a government website

Search for it on 8cpc.gov.in or pib.gov.in. A genuine news report about an order will usually link to it. If no government site carries it, treat the claim as unconfirmed.

3. Check whether the claim is possible at this stage

The Commission must report within 18 months of 3 November 2025, which is by about May 2027. The government then decides on the report and issues its orders. Until that happens, nobody can know the final fitment factor, minimum pay or pay matrix.

  • Demands are real documents from staff bodies, but they are requests. The NC-JCM staff side, for example, has asked for a fitment factor of 3.833 and minimum pay of ₹69,000.
  • Projections are estimates made by websites and analysts, including the figures in HR Calcy's calculators.
  • Decisions exist only after the government's resolution and orders. There are none yet.

Viral 8th Pay Commission claims checked

Last checked: 2 November 2026. Each claim below shows its verdict; open it for the official record. New claims are added when they circulate.

"The final fitment factor is 3.68" (or 2.86, or 2.1): False

No recommendation has been made public. The government told Parliament on 10 August 2026 that the Commission had not yet submitted its report (report). Figures such as 2.86 or 3.68 are projections or staff-side demands.

"DA has been merged with basic pay": False

The government told the Lok Sabha on 1 December 2025 that there is no proposal to merge DA with basic pay (Business Today).

"The 8th Pay Commission has been implemented from 1 January 2026": Not decided

A 2025 press note said the effect would "normally be expected" from 1 January 2026, but on 8 December 2025 the government told Parliament the date "shall be decided by the Government" (Upstox).

"Pensioners will lose DA hikes and pay commission benefits under the Finance Act, 2025": Fake (PIB Fact Check)

PIB Fact Check called this claim fake on 13 November 2025 and again on 13 December 2025, stating the amendment does not affect DA, pension revision or pay commission benefits of regular central government pensioners (Upstox).

"Download this 8th Pay Commission salary calculator" (APK on WhatsApp): Scam

The Indian Cybercrime Coordination Centre (I4C) warned in February 2026 that the government never sends files on WhatsApp (ETV Bharat). The Commission's website offers no app.

"The official website is [any address other than 8cpc.gov.in]": False

The Commission's site is 8cpc.gov.in, developed and hosted by NIC.

8th Pay Commission calculator scam (APK)

The scam starts with a WhatsApp or SMS message promising to show your revised salary or arrears under the 8th Pay Commission. It asks you to download a file, usually an APK (an Android app file) with a name like "Salary Calculator". According to the I4C warning, installing such a file can hand control of your phone to fraudsters, who then target your bank account. Some versions skip the file and ask for bank details "to show your calculation".

  • The government does not send salary, pension or pay commission files on WhatsApp.
  • The Commission's website offers no calculator or app.
  • No calculator, official or not, can show your "final" 8th CPC salary today, because the fitment factor and pay matrix have not been decided.

Genuine online calculators are ordinary web pages that open in your browser. HR Calcy's 8th Pay Commission salary calculator is one example: it needs no app or file download, and it shows estimates at different fitment factors, not an official figure. HR Calcy is an independent website and is not connected with the Commission or the Government of India.

If you have already installed a suspicious file

  1. Uninstall the app and do not open any link it sent.
  2. Contact your bank at once if you entered banking details or see unknown transactions.
  3. Never share an OTP, UPI PIN or banking password with anyone, including callers who say they are from the bank, the police or the helpline.
  4. Report it, as explained below.

Is HR Calcy's 8th Pay Commission calculator official?
