12th Bipartite Settlement Pay Scale & Basic Pay Chart PDF

The 12th Bipartite Settlement pay scale chart sets the basic pay of every workman and officer in a public sector bank from 1 November 2022. This page carries the complete chart — not just the first stage and the maximum, but every annual increment stage for clerical staff, subordinate staff and Officer Scale I through Scale VII, together with the stagnation increments that follow the scale maximum.

The same table is called the 12th BPS basic pay chart or the 12th Bipartite Settlement salary chart in different places. They are one thing: the ladder of basic pay stages a bank employee moves up, one increment a year.

The figures are those recorded in the 12th Bipartite Settlement and the 9th Joint Note, both dated 8 March 2024. Basic pay does not move once a settlement is signed, so this basic pay chart is final for the whole 2022 to 2027 period.

A newly recruited clerk joins at ₹24,050 basic pay. A probationary officer joins Scale I at ₹48,480. Those two figures are the ones most often quoted wrongly, because the 11th Bipartite Settlement numbers are still in wide circulation.

The 12th Bipartite Settlement fitment factor

The settlement does not invent fresh numbers. It takes the 11th Bipartite Settlement scale, merges the dearness allowance that was payable into basic pay, then adds a loading on top:

New basic pay = old basic pay × (1 + DA merged) × (1 + loading)

For the 12th Bipartite Settlement that is 1.3038 × 1.0322, which gives a fitment factor of roughly 1.3456. There is no single fitment factor printed in the settlement; it is the product of those two numbers, and this is what people mean when they ask what the 12th BPS fitment factor is. The table shows the fitment factor at work on the first stage of each scale.

The factor is not applied stage by stage. Each scale was rebuilt with rounded increment amounts after the first stage was fixed, which is why the number of stages and the size of the increments differ from the 11th Bipartite Settlement even where the opening figure looks like a clean multiplication.

Where the 30.38 per cent comes from

Under the 11th Bipartite Settlement, dearness allowance moved by 0.07 per cent of pay for every four points of the CPI-IW index above 6352 on the 1960=100 series. At index 8088 — the point chosen for the merger, equal to 123.03 on the current 2016=100 series — the arithmetic is (8088 − 6352) ÷ 4 × 0.07, which gives 30.38 per cent. That is the rate merged into basic pay.

A clerk reaches the scale maximum of ₹64,480 after 19 annual increments. Note the jump near the top: the increment from stage 18 to stage 19 is ₹4,400, the single biggest step anywhere in the clerical scale and nearly double the one before it.

Subordinate staff reach ₹37,815 at the top of the scale. Peons, watchmen, sweepers, liftmen and other subordinate grades all sit on this one scale. What separates them is not the scale but the graduation pay, special pay and other additions drawn on top of it.

Officer pay scale chart — Scale I to Scale VII

Officer scales overlap deliberately, so that an officer promoted into a higher scale is fitted at the next stage above present basic pay rather than dropping to the bottom of the new scale. Scale I ends at ₹85,920, which is exactly where Scale III begins; Scale II ends at ₹93,960, the same figure a clerk reaches after all stagnation increments.

Stagnation increments after the scale maximum

Reaching the top of a scale does not stop basic pay rising. Every cadre draws stagnation increments at fixed intervals, which carry basic pay well above the printed maximum. These are what a plain pay scale chart leaves out.

So a clerk with long service reaches ₹93,960 basic pay, not the ₹64,480 the scale shows. Officer Scale I runs to ₹1,06,180. Clerical and subordinate stagnation increments are released at two or three year intervals depending on the stage reached; officer stagnation increments follow the intervals set out in the joint note.

What the pay scale chart does not include

Basic pay is one line on the pay slip. Three large components are calculated from it and sit on top.

Special allowance

Special allowance is a fixed percentage of basic pay, and dearness allowance is payable on special allowance as well, which makes it the second largest element of pay after basic itself. Special allowance also counts for provident fund but not for superannuation, which is why two employees on the same basic pay can show different retirement benefits. Under the 11th Bipartite Settlement the special allowance was 16.40 per cent for workmen and Officer Scale I to III, rising to 20.00 per cent for Scale VI and VII. The 12th Bipartite Settlement raised every one of those rates, so special allowance grew faster than basic pay did.

Dearness allowance

1.00 per cent of pay for every point of the CPI-IW index above 123.03 on the 2016=100 series, revised four times a year with effect from February, May, August and November. Because it changes every quarter, no printed chart can give a current gross salary.

House rent allowance

The 12th Bipartite Settlement made workmen house rent allowance a flat 10.25 per cent of pay with no city classification at all, which is a change from every earlier settlement. Officers remain on an area based house rent allowance: 10 per cent in Major A cities, 9 per cent in Area I and Goa, 8 per cent elsewhere. House rent allowance is calculated on basic pay plus special pay, not on the gross.

Four mistakes people make reading the 12th BPS pay chart

Quoting the 11th Bipartite Settlement scale as the 12th

A clerical scale written as ₹17,900 to ₹47,920 is the 11th Bipartite Settlement, effective 1 November 2017. The 12th Bipartite Settlement clerical scale is ₹24,050 to ₹64,480. An officer scale shown as ₹36,000 to ₹63,840 is likewise the 11th: under the 12th, Scale I is ₹48,480 to ₹85,920.

Reading a scale maximum as a starting pay

₹1,73,860 is the maximum of Officer Scale VII, not what a Scale VII officer is appointed on. Scale VII begins at ₹1,56,500. The same mistake turns ₹64,480 into a clerk’s starting salary.

Using 1 November 2017 as the effective date

1 November 2017 belongs to the 11th Bipartite Settlement. The 12th Bipartite Settlement takes effect from 1 November 2022 and runs to 31 October 2027.

Treating pre-signing projections as the final chart

Before March 2024 many charts circulated showing expected clerical basic pay of around ₹22,500 to ₹23,500 and expected Scale I of around ₹41,500. Those rested on an assumed 15 per cent rise in the wage bill. The signed figures came out higher. Any chart still carrying those ranges, or describing the settlement as awaited or under negotiation, predates 8 March 2024.

When this pay scale chart changes next

Not during the settlement period. The next revision is the 13th Bipartite Settlement, effective 1 November 2027, which will merge whatever dearness allowance is payable at that point into basic pay and rebuild the scales by the same method.
