Quick answer: As of 30 October 2026, 6 States and UTs have notified final rules under all four Labour Codes: Andhra Pradesh, Arunachal Pradesh, Bihar, Gujarat, Uttar Pradesh and Ladakh. Another 5 have final rules under some Codes. The rest have draft rules only, or their status is unclear. The Centre's target for all States and UTs was 31 October 2026.

The four new Labour Codes are central laws, but labour is a Concurrent List subject, so each State and Union Territory must notify its own rules for establishments under its control. Until a state's final rules are in force, its employers work with draft rules or the older state rules. This tracker shows where each State and UT stands under the four Codes, with the date of final notification where we found one and a source for every row. For central-sphere establishments such as banks, railways and major ports, see the Central Rules 2026 instead.

  • All four Codes: Andhra Pradesh, Arunachal Pradesh, Bihar, Gujarat, Uttar Pradesh, Ladakh.
  • Some Codes: Rajasthan (Wages, IR, OSH), Uttarakhand (Wages, IR), Mizoram (Social Security, OSH), Lakshadweep (Wages, IR, Social Security), Jammu and Kashmir (IR).
  • Large states still on drafts: Maharashtra, Karnataka, Tamil Nadu, Telangana, Delhi, Haryana, West Bengal and Kerala.

On 24 September 2026 the Labour Secretary said 10 states had published their rules and that the Centre expected all States and UTs to have rules in place by 31 October 2026 (Business Standard). He did not name the states, and trackers count differently, partly because some include Union Territories.

"Final" means final rules notified in the state gazette, with the date. "Draft" means only draft rules have been published for comment. "Unclear" means sources conflict, for example one tracker reports final rules while others report fresh drafts. *Mizoram's Social Security rules are notified, but take effect only from a separate commencement notification.

Notes on states where sources disagree

  • Karnataka: one tracker reports the Industrial Relations rules of 23 January 2026 as final; others list them as drafts.
  • Meghalaya: some trackers list all four as notified, but the gazette notice they cite (January 2025) is a draft.
  • Manipur and Nagaland: older rules are listed as notified by one tracker, but both states published fresh drafts in June 2026.
  • Tripura: reports conflict on every Code; an OSH draft appeared on 25 August 2026.
  • Mizoram: final Code on Wages rules are reported by one tracker only.
  • Arunachal Pradesh: its rules were made in 2021-22, before the Codes started, and are treated as operative from 21 November 2025.
  • Kerala: on 22 October 2026 the state set up a committee with trade unions to finalise its rules, building on its 2021 drafts (Madhyamam).

What this means for employers

  1. Check your appropriate government. Central-sphere establishments follow the Central Rules; others follow their state's rules.
  2. If your state has final rules, switch to its forms, registers and returns, and register on its portal as required.
  3. If your state has only drafts, follow the Codes themselves (the 50% wage rule, gratuity, PF) and the older state rules where they are consistent with the Codes, as the Labour Ministry's FAQs explain.
  4. Operating in several states? Track each state separately; the rules can differ on forms, working hours and thresholds.
